Notice of Amendment to the Market Rules
Pursuant to Section 60 of the Electricity Act (NB) and the New Brunswick Electricity
Market Rules, s. 3B.3.2, the New Brunswick System Operator (NBSO) hereby publishes
the proposed amendment to the Market Rules. (below)
The Market Advisory Committee (MAC) at a meeting held April 24, 2006 recommended
the expansion of the MAC membership to include representation from a sector comprised
of alternate energy source developers.
New Brunswick has seen a significant increase in proposed wind power projects within
the last few years, as have many parts of Canada. Development of wind and other
alternative sources of supply are expected to proceed at least partially in response
to Renewable Portfolio Standards in New Brunswick and other parts of the northeast.
The MAC and NBSO recognize that there may be unique issues and perspectives with
respect to alternative generation resources including wind power farms. The current
MAC membership includes sector representation from conventional generation only,
therefore, NBSO and the MAC, in support of the provincial government’s Renewable
Portfolio Standard, believes that it is important to expand the current membership
to include representation from alternative generation sources by amending Chapter
3, Appendix 3A, s. 3A.1.1 to reflect the addition of a representative from this
sector.

S.3A.1.1
c) one representative of the Generator class, other than the Generators referred
to in section 3A.1.1(a) or 3A.1.1(b) or 3A.1.1(m), nominated by or on behalf of
members of that class;
m) one representative of the alternative Generator class, nominated by or on behalf
of members of that class and;
n) one representative of the SO, who shall be the Chief Executive Officer or another
senior officer of the SO.
S.3A.2.1
b) in the case of the members referred to in sections 3A.1.1(b) to 3A.1.1(f), 3A.1.1(h),
3A.1.1(i) and 3A.1.1(j) and 3A.1.1(m), the SO shall appoint the person nominated
by or on behalf of members of the applicable class. If more than one nominee has
been put forward by or on behalf of such class, the SO shall appoint one person
from among the nominees having regard to the degree of support shown for each nominee
and the qualifications of each; and…
