Report of the Market Advisory Committee

In accordance with Market Rule 3B.3.2, the Market Advisory Committee (MAC) hereby advises the Board of Directors of New Brunswick System Operator that the MAC has fully reviewed the proposed amendments to the Market Rules, which proposals were published on the NBSO website on December 6, 2005.

The MAC further advises the Board that, at a meeting held December 5, 2005, the MAC:

  1. With respect to proposed amendment #1, Intra-Day Changes to Dispatch, unanimously approved the proposal based on the following revised wording for Market Rule 6.10.5B

    “A Market Participant for a Generation Facility may at any time submit to the SO revisions to its Dispatch Data for hours commencing more than 2 hours after the submission of such revisions. Such changes shall be restricted to changes in P(1) to P(nmax) and Q(1) to Q(nmax). The SO shall approve such requests unless the SO determines that such a change would threaten the Reliability of the SO controlled grid.”;
  2. Approved proposed amendment #2, Demand Side Bids, in principle, but deferred a final recommendation to its next meeting, pending additional information about the details of its implementation; and
  3. Approved proposed amendment #3, Next Day FHMC Indication, as drafted, by a vote of 4 to 3 with one abstention.

    The issue which resulted in the close vote is that some committee members feel that posting FHMC in a more timely manner amounts to revealing the costs of the only player in the market at this time, thereby giving competitors an unfair advantage. The compromise proposed would see FHMC posted in $10 ranges, rather than actual prices.

On the basis of the foregoing, the Market Advisory Committee recommends the adoption and implementation of proposal #1 above, as amended, and proposal #3 above, as drafted.
